The IIOE UCA center is an initiative established in partnership with UNESCO ECHEI. It forms part of the International Institute of Online Education (IIOE), advancing access to quality higher education - especially in ICT disciplines - in developing countries.

PRESENTATION

The IIOE Uca center is an initiative established in partnership with UNESCO ECHEI (International Centre for Higher Education Innovation under the auspices of UNESCO). This center is part of the IIOE (International Institute of Online Education) project, which aims to increase access to quality higher education in developing countries, particularly in ICT (Information and Communication Technologies) fields.

CONTEXT AND MISSION

The IIOE project originated from the Belt and Road Initiative, which promotes international cooperation, particularly between countries in Africa, Asia‑Pacific, and China. The initiative's main mission is to strengthen the capacities of partner higher education institutions (HEIs) in developing countries.

The center aims to improve the skills of teachers in these HEIs, notably by offering high‑quality online courses focused on ICT and adapted to current professional needs.

Focus: capacity‑building for HEIs and upskilling teachers in high‑demand ICT domains.

KEY OBJECTIVES

  • Develop teachers' ICT skills.
  • Strengthen institutions' capacity to implement blended learning and online training programs.
  • Provide professional development opportunities, with a focus on gender equality by supporting female teachers.

ACTIVITIES AND OPERATION

IIOE UCA operates through an online platform that hosts online courses in various ICT disciplines such as cloud computing, big data, artificial intelligence, the Internet of Things, and blockchain, as well as technical and vocational courses (robotics, e‑commerce, data analytics).

This platform is initially supported by Chinese universities and companies, with the goal of partner institutions eventually developing their own courses.

QUALITY & MENTORING

The center establishes a quality assurance framework for these online training programs and organizes training for teacher‑mentors in partner institutions.

IMPACT AND PROSPECTS

Through this partnership with UNESCO, ECHEI aims, via IIOE‑UCA, to make quality higher education accessible, training qualified professionals in high‑value‑added ICT sectors.

This initiative supports Sustainable Development Goal 4 (SDG 4) concerning inclusive, equitable, and quality education for all.
